En plan de ayudas que el Gobierno lanzó para las empresas del
sector petrolero, la liberación de flujos de caja por la vía de flexibilizar
las garantías y medidas tributarias.
Para tal fin, la Agencia Nacional de Hidrocarburos (ANH) le da
los últimos retoques a un paquete de medidas que se compone de ocho frentes de
acción.
Dicho análisis comparó el modelo colombiano con el de países
como Ecuador, México, Canadá y Noruega, no solamente en materia operacional
sino fiscal.
Entre los puntos principales figura una revaluación del esquema
de adquisición de sísmica para pasar a un modelo multicliente, que consiste en
hacer un acuerdo con un tercero para que adquiera la sísmica bajo su propio
riesgo.
La ANH seguirá siendo la dueña de la información, pero este
tercero estará encargado de promocionarla a nivel mundial y de comercializarla.
“Así se busca abrir toda la parte de Colombia en todos los frentes en los que
todavía hay recursos por descubrir.
Otro de los puntos destacados tiene que ver con un vuelco al
modelo de promoción de áreas, que en los últimos años se ha hecho cada dos años
a través del esquema de rondas o procesos competitivos, en el cual participan
las petroleras interesadas.
